Pacific Grove >> Council members this week will get up-to-date on the city’s Local Coastal Program and hear ideas about how to facilitate affordable housing initiatives at Wednesday’s city council meeting.
It has been three month period since the Local Coastal Plan was last discussed. In a June meeting, the Coastal Commission provided feedback on the February 2017 Implementation Plan draft that proposed incorporating the city’s existing zoning districts and using them as the basis for development standards such as height, setbacks, lot coverage and parking requirements. The plan also addressed coastal resource overlays. Both, however, caused some concern for the Coastal Commission because of the city’s disproportionately large number of districts that include a variety of development standards. The restrictive voter-initiated zoning districts also make it difficult to implement even minor changes without the requirement of a subsequent ballot measure.
Because of that, the Coastal Commission suggested eliminating the zoning district in the coastal zone and instead proposed developing more general community design standards to apply to development requiring a coastal development permit. While city staff has yet to receive the proposed standards, city officials will now review how the elimination of zoning districts will affect the development permitting process in anticipation of the next Local Coastal Program hearing expected to take place in late fall.
