Public utilities, labor unions, and some environmental groups were caught off-guard Friday when Assemblyman Chris Holden pushed Assembly Bill 726 and AB 813, which would allow the California Independent System Operator to propose a regionalization plan and a new governance structure within a year.
The efforts by Holden came in the finals days of the legislative session to try to push efforts made by Gov. Jerry Brown to allow CAISO to explore the feasibility of expanding its footprint across several western states as a way to improve the flow and reliability of renewable energy.
